Paved surfaces including highways, streets, roads, and parking lots, are also increasingly responsible for polluting waterways with contaminated runoff. The Regional Water Quality Board has become so concerned with contaminated runoff in Los Angeles County that it recently adopted a rule requiring that new developments include mechanisms for capturing urban runoff.
